You can create question pools and let the system randomly select a given number of questions from the question pool for each test-taker. This allows you to create varied tests for each test-taker or you can randomize the order of questions completely to create varied tests to make cheating harder. You can also fix the order of any question you want to prevent questions of your choice from getting shuffled.
